INSTITUTION:

Delta State University (DSU) is a public comprehensive institution located in the Mississippi Delta in Cleveland, MS, on 332 acres, with over 2,700 undergraduate and graduate students enrolled. DSU offers 14 baccalaureate degrees in 39 majors. REPORTS/RELATIONSHIPS:

This position will report directly to the President. The Vice President’s direct reports include the Associate Vice President of Finance and Administration, Comptroller, and Director of Human Resources. Each of these positions manages and directs University Accounting and Budgeting, Facilities Management, Student Business Services, Human Resources, the Bologna Performing Arts Center, Information Technology Services, Procurement, Payroll, Accounts Payable, and the food service, bookstore, and vending auxiliaries.

BASIC FUNCTIONS:

The Vice President of Finance and Administration is responsible for serving as the chief financial officer of the institution, which includes directly leading, managing, and developing strategic planning for the budget, accounting, procurement, human resources, information technology, student business services, risk management, the Bologna Performing Arts Center, and facility management functions.

Specific duties will include, but not necessarily be limited to:

  • Provide administrative oversight of financial service units and operations.
  • Coordinate the development of the annual Education and General (E&G), auxiliary, and repair and renovation budget allocations with the President and Cabinet to meet the University’s mission and strategic goals.
  • Monitor operating budgets and financial transactions during the fiscal year.
  • Serve as the University’s internal control officer, which includes reviewing and reporting on controls annually and responding to various internal audits.
  • Develop long-term new construction, maintenance, repair, and renovation facility plans.
  • Provide financial analysis and support on various University proposals, projects, IHL funding formula, and other financial issues.
  • Respond to information requests and reports from external entities, including the IHL Board and its staff, state legislature, executive offices, external funding agencies, the University’s foundation, etc.
  • Serve as the principal contract officer, reviewing and approving all University contracts.

REQUIREMENTS:

  • Five or more years as a VP or Associate VP in a higher education institution or five or more years in a senior-level financial position in a similar institution.
  • Experience in strategic planning, long-range financial planning, budgeting, financial reporting, and knowledge of generally accepted accounting principles and financial standards established by GASB.
  • The successful candidate will have strong interpersonal, organizational, and communication skills, and be able to work as a team member within a collaborative environment and to interact with diverse constituencies.
  • Qualified candidates will possess an undergraduate degree in business, accounting, or a related field, and/or a CPA certification; an advanced degree and/or a CPA certification are preferred.

Compensation will be commensurate with experience, including a competitive base salary and competitive benefits package.
