REPORTS/RELATIONSHIPS:

This position will report directly to the Chief Operating Officer (COO). Direct reports include network administrator, helpdesk specialist, programmer/developer, technical training specialist, and student intern.

BASIC FUNCTIONS:

The Executive Vice President of Information Technology will be responsible for managing, overseeing, and developing the agency’s computer network systems and telecommunications systems. This individual is responsible for long-range planning for the Agency’s computer network system and communications acquisitions and enhancements, and for developing new technical solutions that are responsive to the Agency’s objectives. This individual will manage all IT projects.

Specific duties will include, but not necessarily be limited to:

  • Manage, oversee, and develop the Agency’s computer network systems, voice, and data communications networks; identify and evaluate technology needs and provide technical solutions and cost-effective approaches for daily administrative and Agency operations.
  • Oversee and coordinate long-term planning and production strategies for workstation turnover, database development, software upgrades, and other technologies that are the responsibilities of the IT Department.
  • Review, recommend, and approve the acquisition and distribution of all computer hardware, software, telecommunications systems and devices, and other IT systems or services utilized by Agency departments.
  • Direct and participate in the configuration, repair, maintenance, internal and external security, backup and recovery, and updates of the Agency’s Local Area Network (LAN), Wide Area Network (WAN), and telecommunications infrastructure.
  • Write, recommend, and implement policies and procedures pertaining to computer usage to ensure maximum efficiency and security.
  • Provide direct technical assistance and troubleshooting as needed on the Agency’s servers to ensure maximum efficiency on the system.
  • Prepare and monitor IT budget to optimize the return of investments for IT resources and computer systems; verify that resources allocated to IT meet Agency plans for competitive positioning and growth.
  • Establish measurements and monitor IT performance within IT and business support groups.
  • Develop and maintain a business disaster recovery plan for business and IT functional units; ensure security for information and the data center.
  • Develop computer and telecommunications equipment specifications to ensure they meet Agency goals and objectives and do not adversely affect existing technical strategic plans.
  • Attend staff meetings to report on and resolve recurrent data problems.
  • Coach and lead IT personnel to plan and maximize IT resources (e.g., people, equipment, time, costs).
  • Maintain the day-to-day operations of the ERP system, Yardi, with the software vendor and company users; ensure the Yardi system is up to date and used to its maximum capacity.

REQUIREMENTS:

  • Minimum seven years’ experience in database systems management in related areas of responsibility in a middle- to upper-level management capacity.
  • Experience managing and monitoring performance including evaluating program/work objectives and effectiveness, establishing broad organizational goals, and realigning work and staffing assignments for the department.
  • Experience in policy development and implementation.
  • Advanced skills and knowledge in software development life cycle.
  • Strong project management skills, independent judgment, and decision-making abilities.
  • Ability to apply technical skills effectively.
  • Must be able to accept major fiscal responsibility and be responsible for department-wide financial decisions.
  • Knowledge of overall network architecture for multi-sites, ERP systems, Microsoft 365 applications, software development, business process planning and implementation, training methodologies, call centers, communications systems, and project management.
  • Must possess a valid State of North Carolina or South Carolina driver’s license.
  • Bachelor’s degree in computer science, business administration, or a closely related field from an accredited college or university.
